    Responsibilities

    The Acute Psychiatric Unit Nurse Manager under the Mental Health & Neurosciences Division(MHND) within the VA Portland Health Care System(VAPORHCS) supports the mission, vision and objectives of VAPORHCS and is accountable for the development and achievement of a defined set of measurable performance goals addressing customer and employee satisfaction, quality, cost, efficiency, budget planning and forecasting, and efficient use of resources. The Nurse Manager participates as a member of VAPORHCS and MHND committees as designated. Promotes a culture of innovation while assuring that standards of care are met or exceeded through the application of evidenced-based practice. Assesses, maintains and improves competence and professional role of staff members which includes providing staff development opportunities and facilitating research-based practice. Negotiates outcome focused performance goals for Acute Psychiatry to include the hospital inpatient unit, Mental Health Emergency Department consult program and Residential Rehabilitation Treatment Program (RRTP) in coordination and under the direction of MHND leadership utilizing a variety of sources and statistical analysis to trend and analyze data. The incumbent will promote an environment conducive to cooperation and integration of clinical and administrative roles leading to high productivity, customer and staff satisfaction; developing string communication channels within programs and across internal and external programs and product lines. The incumbent is also knowledgeable and skillful in current labor relation practices, labor contract, and the concepts of AFGE partnership.

    Nurse Manager: Designated first-line supervisory authority, responsibility, and accountability for the 24/7 operations of their work area, ensuring that subordinate personnel provide timely nursing care which complies with generally accepted standards of clinical practice. This includes the authority to accept, amend, or reject the work of subordinates. Has continuing responsibility for all the following functions: (1) Planning work to be accomplished by subordinates, setting priorities and preparing schedules for completion of work; (2) Assigning work to subordinates based on priorities, selective consideration of the difficulty and the requirements of the assignments, and the capabilities of subordinates; (3) Evaluating the performance of subordinates; (4) Making recommendations for appointments, advancements or reassignments of subordinates; (5) Giving advice, counsel, or instruction to subordinate personnel on work and administrative matters; (6) Hearing and resolving complaints of subordinates and referring more serious complaints not resolved to higher level supervisors; (7) Recommending and/or taking disciplinary action where appropriate; and (8) Identifying developmental and training needs of subordinates and providing or making provision for such development and training (VA Handbook 5007, Part Ill, Chapter 8). Responsible for maintaining continuous accreditation readiness of his/her work area. Responsible for performance improvement data, customer service/patient satisfaction, patient and employee safety, interviewing applicants, employee relations, standards of care and practice, the work environment, and accreditation and regulatory standards. Actively develops and manages collaborative partnerships with physicians and other clinicians. Responsible for time scheduling of the work area, coaches staff, deals with employee conduct and performance issues, completes recurring reports and performance evaluations in a timely manner. Participates on service and health care system committees and task forces to improve nursing practice and patient care. Identifies educational needs of staff and ensures that these needs are addressed. Has an integral role in supporting and facilitating student nurse clinical experiences, as well as orienting new Nurse Managers. Works in partnership with the union and adheres to EEO principles.

    The Nurse Manager for the Acute Psychiatry Unit under MHND within VAPORHCS has 24/7 programmatic accountability and supervisory oversight for clinical and administrative process for the Acute Psychiatry Unit(s) on the Portland and Vancouver campuses.

    Work Schedule: M-F 7:30 a.m. - 4:00 p.m. (A compressed tour of 9's will be an option after orientation and acclimation.)
