    VA Connecticut Healthcare System was officially formed in 1995. We serve veterans in Connecticut and southern New England. The West Haven facility is a tertiary care facility classified as a Clinical Referral Level I Facility. It is a teaching hospital, providing a full range of patient care services, with state-of-the-art technology and a renowned research program. Comprehensive health care is provided through primary, acute, tertiary and long-term care in areas of medicine, surgery, psychiatry, physical medicine and rehabilitation, neurology, oncology, dentistry, geriatrics and extended care. Newington is an ambulatory care center that provides primary and specialty care. In addition to our main campuses, we operate six community-based primary care centers throughout the state.

    The position is located in the Sterile Processing Service (SPS) at the West Haven campus. The Administrative Officer serves as the personnel management expert for the SPS, performing or overseeing the full range of human resources requirements. . Duties include but are not limited to:

    Personal Administrative and Management Work

    ·         Makes recommendations relating to various personnel policy issues and advises the Service Chief on personnel management matters and problems for clinical and administrative staff.

    ·         The incumbent provides input for annual performance appraisals and provides ongoing guidance and oversight for day-to-day administrative operations.

    ·         The Administrative Officer acts as the liaison with Human Resource Management System (HRMS) in areas of personnel recruiting, promotion, training, equal opportunity employment, disciplinary action, performance evaluation, terminations, reassignments, and all other human resources related matters.

    ·         Assists the Service Chief in projecting staffing needs, creating position descriptions and performance standards, conducting job analyses, processing training requests, preparing performance plans and appraisals, preparing disciplinary and adverse actions.

    ·         The Administrative Officer represents management at labor management meetings, provides information, and resolves conflicts and/or problems that may arise and assures that management officials are familiar with the negotiated agreement.

    Budgeting/Financial Management Work

    ·         The Administrative Officer provides the budgeting and financial management for the Sterile Processing Service. This includes budget formulation, justification, and execution; financial management; and financial reporting.

    ·         The Administrative Officer is responsible for developing, presenting, and executing operating budgets. He/she manages the formulation and execution for a changing budget of administrative expenses involving different funding sources. The Administrative Officer reviews budget estimates submitted, analyzes program plans and information, and identifies need for changes.


    ·         Manages procurement and contracting for the organization. This may include preparing procurement requests, evaluating proposals for work, acting as a COR for procurements, and/or maintain procurement and contracting records. Manages contracting and procurement for large, complex procurements.

    ·         Drafts and/or reviews all contract proposals and agreements to assure accurate budgetary, personnel and administrative arrangements. Initiates and prepares contracts to secure adequate resources to facilitate operations to include determining appropriate costs, performing cost analysis, soliciting bids, writing sole sources justifications, and communicating both orally and in writing with contractors.

    ·         Prepares and reviews purchase order for supplies and non-expendable property such as equipment, to include personal computer hardware and software and other specialized equipment necessary to the effective functioning of the SPS.

    Reusable Medical Equipment (RME) Responsibilities:

    ·         Incumbent is responsible for assessing, monitoring, developing and assisting with implementing corrective action plans for instrument and reusable medical equipment processing, decontamination, sterilization, biological monitoring, and high level disinfection monitoring.

    ·         Participates in the organizations multidisciplinary improvement strategies. Will be an active participant in Environmental Rounds and Operating Room/SPS QI meetings. Maintains access to current information on infection prevention and control, sterilization and decontamination principles.

    Staff Assistant Responsibilities:

    ·         Coordinates, creates, and advises in the development of new SPD Service operational and educational programs and policies. This responsibility includes identifying problems with existing programs or policies, suggesting new programs or policies for alleviating the problems, and implementing those suggestions.

    ·         Incumbent serves as consultant to the Chief of the SPD Service.

    Work Schedule: Monday – Friday, 7:30 a.m. to 4:00 p.m.
