    The St. Louis VAMC is a full-service health care facility providing inpatient and ambulatory care in medicine, surgery, psychiatry, neurology, and rehabilitation, as well as over 65 subspecialty areas. It is a two-division facility that serves veterans and their families in east central Missouri and southwestern Illinois.
    The John Cochran Division has all of the medical center's operative surgical capabilities, the ambulatory care unit, and a six-story Clinical Addition that includes surgical facilities, intensive care units, outpatient psychiatry clinics, and expanded laboratory.
    The Jefferson Barracks Division provides psychiatric treatment, regional spinal cord injury treatment, a nursing home care unit, geriatric health care, rehabilitation services, and a rehabilitation domiciliary program for homeless veterans.
    The St. Louis VA Medical Center Community Based Outpatient Clinics (CBOCs) in Belleville, IL; O'Fallon, MO (St. Charles County); St. Louis, MO (North St. Louis County); and Washington, MO.

    The duty station is the John Cochran Division; however, the duty station may be changed to one or multiple associated VAMC locations within the metropolitan St. Louis, MO area based on the needs of the medical center. This position is a non-bargaining unit position. This announcement may be used to fill identical positions vacated within 90 days of any selections made from the original announcement.

    The Associate Chief Nursing Service (ACN) for Primary Care reports to the Associate Director for Patient Care Services.

    The incumbent is an integral member of Nursing leadership. This nurse must exhibit leadership that is characterized by substantial and continuous responsibility and accountability for integral programs that cross services and disciplines and influences the organization mission and goals.

    The ACN for Primary Care has responsibility for the program management and leadership of nursing staff within the service. The incumbent designs and implements interdisciplinary programs within the service and the medical center.  The ACN may be solely or collaboratively responsible for the evaluation of outcomes and program evaluation.The ACN is responsible for setting long and short term program goals that are aligned with the goals of the service, medical center, Veterans Integrated Service Network (VISN), and Central Office (CO).

    As the ACN for Primary Care operations is responsible for assessing and recommending the allocation of resources, both human and material, that are necessary to ensure positive outcomes of existing programs and new projects. The ACN uses quality data, e.g. staffing effectiveness, to design delivery models, ensure budgetary responsibility, and establish staffing levels that will meet the needs of the veteran patient. The incumbent is a significant participant in the recruitment and retention of nursing staff at the VA St. Louis Health Care System. The ACN also has responsibility for promoting fiscal responsibility within the service. This includes, but is not limited to, management overtime and agency/per-diem use within the service.

    The ACN for Primary Care leads the assigned nursing staff and other members of the interdisciplinary team in the integration of evidenced-based research and data into practice. The position is responsible for leading interdisciplinary teams to identify performance improvement goals, benchmarks or outcomes that will assist in the improvement of care with the service, medical center or network. The incumbent ensures the establishment and approval of standards of nursing practice for the service and is consistent with national, state, VISN and medical center policies. The incumbent evaluates the performance of professional and non-professional nursing personnel and designated support staff. This position is also responsible for the direction and guidance of nurse managers in the management of staff performance at the unit/ward level. The ACN collaborates with ACOS in the restructuring and implementation of a broad range of programs in the service and sets forth the role and contribution of nursing in these endeavors.
