The incumbent in this position is the Chief, Pharmacy Service, for the VA New Jersey Health Care System (VANJHCS), a 1b facility.  In this capacity, he/she functions as the top professional and administrative planner, director, and coordinator for all pharmaceutical programs and services provided at this large health care system.  Responsibilities include developing, planning, directing, controlling, coordinating, operating, and evaluating comprehensive pharmaceutical services as well as maintaining comprehensive, clinical, distributive, logistical, educational, research, and administrative programs and programmatic leadership to support the Medical Center's mission.
The East Orange Campus is a 120-bed medical/surgical and psychiatric facility that provides acute medical, surgical, neurological, geriatric, and psychiatric inpatient care.  Inpatient services include mental health treatment, hematology/oncology chemotherapy, internal medicine, and spinal cord injury programs.  Both primary and specialized outpatient services are available, including programs such as Patient Aligned Care Teams (PACT), ambulatory surgery, spinal cord injury, neurology, infectious disease, hemodialysis, home based primary care, and substance abuse.  Outpatient pharmacy distributive services are provided through three outpatient pharmacies on the Lyons, East Orange, and Brick campuses (which supports eight other CBOCs).  Outpatient clinical pharmacy services are provided to the PACT clinics and various CBOCs utilizing telehealth resources.  On the Lyons Campus, services include a 240-bed Community Living Center (CLC), gem-psychiatry, DOM, Core Residential, PTSD and palliative care units, and a variety of outpatient programs that are available to support the veteran's needs.
The incumbent provides a safe, evidence-based, and resource-sparing Pharmacy Benefit to VANJHCS beneficiaries within established budgetary parameters, using analytic tools to establish, monitor, improve, and sustain high performance levels.  To meet these goals, the Pharmacy is composed of five components: inpatient, outpatient, clinical, procurement, and administrative sections.  The Associate Chiefs of Pharmacy (Drug Accountability and Clinical Programs) report directly to the Chief, Pharmacy, as does the Pharmacy's administrative staff.  The Outpatient and Inpatient Supervisors coordinate inpatient and outpatient services over multiple campuses and work directly with the Chief and Associate Chiefs to provide a consistent integrated Pharmacy program.  The incumbent is responsible for fostering acceptance and exercise of sound pharmacy management concepts, principles, practices, and innovations.  He/she is responsible for providing appropriate work environment for employees to foster improvements in performance.  The incumbent represents Pharmacy Service in the health care system and community activities.  The incumbent serves as management consultant on all matters within the purview of agency-wide pharmaceutical policies.  This includes involvement in the organization's strategic planning as it relates to all components of the medication management process across the continuum of care.  The incumbent actively participates in VISN and national level advisory/work groups, is an active member in national pharmacy organizations, and is the subject matter expert on all matters related to VANJHCS's Pharmacy Service.  The incumbent also represents Pharmacy Service on a variety of committees, boards, and task forces involving general administration, human and physical resources, cost avoidance/savings plans, and resource utilization at the local, VISN, and national level.  The incumbent analyzes the impact of committee actions, recommendations, and formulates action plans for implementation for top management.
The Chief, Pharmacy Service is responsible for maintaining effective interdepartmental relationships, demonstrating active problem resolution skills, and close cooperation with other programs and services in accomplishing the Medical Center's mission and goals.  The Chief, Pharmacy Service must be a licensed pharmacist and provide leadership, direction, organization, planning, and implementation of pharmacy programs which promote effective utilization of all resources and promote quality pharmaceutical services throughout the outpatient and inpatient settings.

Work Schedule: Full Time, Monday - Friday, 7:30 AM - 4:00 PM; may include occasional extended hours and weekend coverage.
