    Summary

    VA TEXAS VALLEY COASTAL BEND HEALTH CARE SYSTEM
    The VATVCBHCS is comprised of the Corpus Christi Outpatient Clinic (CCOPC), Corpus Christi Specialty Clinic (CCSC), Harlingen Outpatient Clinic (HOPC), Health Care Center at Harlingen (HCC), Laredo Outpatient Clinic (LOPC), and McAllen Outpatient Clinic (MCOPC). The VATVCBHCS is an ambulatory health care system providing health care in medicine, surgery, psychiatry, and rehabilitation medicine. The VATVCBHCS also operates a 100-patient Home Based Primary Care program and a 200-patient Care Coordination Home Tele-Health Program. Through the utilization of inpatient/emergency department contracts, approximately 2600 inpatient admission and 5800 ER visits are managed by VATVCBHCS. Affiliated with the University of Texas Regional Academic Health Campus, the system has an active ambulatory care program and serves as a teaching and training site for medical residents. The VATVCBHCS is responsible for an enrollee population of over 30,000 veterans and 350,000 outpatient visits annually.

    Responsibilities

    *** Non-Bargaining Position ***

    Join the VA Texas Valley Coastal Bend Health Care System (VATVCBHCS) as a Human Resources Specialist (Employee Relations/Labor Relations). You will be responsible for planning, developing, and carrying out the full range of employee relations and management advisory services for assigned organizations typified by complex organizational structures and dynamic, professional and/or scientific missions. You will advise senior management on a wide range of difficult and complex conduct and performance issues encompassing all areas of concern (leave and absences, hours of work, honorary and incentive awards, supervisory records, code of ethics, drug and alcohol abuse, unemployment compensation, grievances/complaints/appeals, disciplinary and adverse actions, etc.). Perform Employee Relations program administration studies, reviews, and evaluations to ensure regulatory compliance. Provide support for resolving operational program issues. Other duties include, but are not limited to:  

    • Interact with Labor Unions.
    • Provide advisory services to managers and employees on Employee Relations & Labor Relations policies, procedures, and guidelines. 
    • Formulate and implement Labor Relations and Employee Relations policies, procedures and practices covering work and family life, Alternate Dispute Resolution (ADR), discipline and adverse actions, health unit services, suitability adjudication, and the Employee Assistance Program. Provides authoritative and technical advice and assistance to a variety of clients including management, employees, employee groups, and labor groups. 
    • Develop VATVCBHCS-wide policies consistent with changing law and legislation covering Employee and Labor Relations.
    • Handle Unfair Labor Practices, grievances under negotiated and administrative procedures, and Alternate Dispute Resolution. Serve as a technical representative before 3rd party. Represent the agency at mediations. Serve as chief negotiator or a member of the negotiating team in contract negotiations. 
    • Maintain continuous contact with VATVCBHCS leaders in regard to Employee and Labor Relations issues and status. Brief key leadership on impact, feasibility, alternatives, issues, recommendations and status of Employee and Labor Relations programs and other Federal guidelines and directives as appropriate. 
    • Serve as an instructor and facilitator for training efforts including classroom training, web-based instruction, and video broadcasts. 
    • Prepare written correspondence and other documentation, writing a variety of documents to include articles for publication in newsletters, briefings, reports, orientation materials for new employees, training courses for supervisors, policy letters, and comments on impact of new supplements/regulations/ directives, local directives, and position papers.
    • Protect printed and electronic files containing sensitive data in accordance with the provisions of the Privacy Act of 1974 and other applicable laws, federal regulations, VA statues and policy, and VHA policy. 

    Work Schedule: Monday - Friday 8:00 a.m. – 4:30 p.m. (Alternate schedules may be necessary to meet the needs of the organization.)
