    Responsibilities

    Incumbent serves as a Human Resources Specialist for the Human Resources (HR) Service Line.

    -Provide advisory and technical services in two or more of the HR specialty areas: recruitment and placement, performance management, HR development, employee/labor relations, employee benefits and position management and classification.

    Duties may include, but are not limited to:

    -Providing authoritative advice to managers, supervisors, and employees regarding complex recruitment and placement actions.

    -Collaborating with managers in determining short and long term recruitment needs and in developing effective recruitment methods and strategies.

    -Recommending innovative strategies to resolve problems of job turnover, long and short term workforce planning, downsizing, and reinvention initiatives while ensuring the correctness and propriety of action taken. -Preparing vacancy announcements, making qualification and eligibility determinations and issuing certificates.

    -Training and advising managers, supervisors and employees regarding various human resources management topics and their role in the HR program.

    -Develop, or assist in developing, proposals or plans related to the implementation of HR programs or projects

    -Resolve problems in implementing a program or project, such as delays in actions by others, changes that require different actions, and similar issues.

    -Working with a variety of organizational segments with employees in both the competitive and excepted services as well as three major pay categories, General Schedule, Title 38, Hybrid Title 38 and Wage Grade.

    -Create correspondence and other written documents in word processing programs such as Microsoft Word.

    -Uses automated mail program features for such tasks as exchanging electronic mail, scheduling events and appointments, and tracking tasks.

    At the lower grade level, incumbents will perform the duties described for the full performance level position, but with closer supervision and guidance provided.

    Work Schedule: Monday-Friday 8am - 4:30pm
