    Summary

    The VAMC in Memphis, TN consists of one main campus located at 1030 Jefferson Avenue, which includes a 60-bed Spinal Cord Injury Unit, and nine community based outpatient clinics (CBOC). It is a tertiary care facility classified as a Clinical Referral Level I Facility and one of the most complex medical centers in the VA system. It is a teaching hospital, providing a full range of patient care services, with state-of-the-art technology, as well as extensive education and research programs. Comprehensive primary, secondary, and tertiary health care is provided in areas of medicine, general cardiovascular and neurological surgery, psychiatry, physical medicine and rehabilitation, spinal cord injury, neurology, oncology, dentistry, and geriatrics. Specialized outpatient services are provided through general, specialty, and subspecialty outpatient clinics including a women's health center. Services are available to more than 206,000 Veterans living in a 53-county tri-state area (Tennessee, Arkansas, and Mississippi).

    Responsibilities

    The incumbent will service as the Quality Assurance Manager for Pathology and Laboratory Medicine Services at VA Medical Center Memphis (VAMC Memphis). Additionally, the incumbent functions as the Alternate Ancillary Testing Coordinator (30% of the time) and the Education Coordinator (15% of the time) for the service.  The Quality Management (QM) Medical Technologist  serves as the Compliance, Policy and Quality Assurance Manager for Pathology and Laboratory Medicine Services (PLMS) at VA Medical Center Memphis (VAMC Memphis). Additionally, the incumbent function as the alternate Ancillary Testing Coordinator (30% of the time) and the Education Coordinator (15% of the time) for the service. PLMS at VAMC Memphis provide inpatient and outpatient services that generate over 2.6 million Standard Billable Tests annually thru a network of laboratories and community-based outpatient clinics (CBOCs). The incumbent serves at a complex (complexity index group 1a), active, affiliated medical center with comprehensive and complex laboratory services including Anatomic Pathology (Histology, Immunohistochemistry, Cytology, Autopsy), Laboratory Medicine (Hematology, Flow Cytometry, Coagulation, Chemistry, Special Chemistry, Urinalysis, Immunology/serology, Microbiology, Molecular Pathology, Transfusion Medicine), and Client Services (Specimen Procurement and Processing, Point-of-Care testing, Laboratory Information Management). 

    One full-time vacancy exists for an experienced Medical Technologist to serve as the Quality Assurance Manager for Pathology and Laboratory Medicine Services at VA Medical Center Memphis (VAMC Memphis). Additionally, the incumbent functions as the Alternate Ancillary Testing Coordinator (30% of the time) and the Education Coordinator (15% of the time) for the service.

    The Quality Management Technologist (QM) is responsible for:

    1.  All policies, compliance, Quality Assurance (QA) and Quality Improvement (QI) activities within PLMS at VA Memphis pertaining to Quality Control, instrumentation and assay performance, proficiency testing, accreditation inspections  

    2.  Designing, implementing, and maintaining a QA/QM Program in all areas of Anatomic and Clinical Pathology/Laboratory Medicine in accordance with the standards established by the College of American Pathologists (CAP), The Joint Commission (TJC), etc.

    3.  Providing authoritative consultative services to management at all levels of the organization as it applies to quality management in a clinical laboratory setting

    4.  Providing interpretation of existing regulations and for providing direction and guidance as needed to all section supervisors.

    5.  Performing the duties of the alternate to the Ancillary Testing Coordinator (ATC) by assisting in developing and implementing policies and procedures for the procurement and service requirements for ancillary testing (testing outside the physical confines of the main laboratory) as mandated by VHA, CLIA, CAP, TJC.

    6.  As the Education Coordinator, is responsible for monitoring and recording educational activities of the staff; for developing an annual Service Education Plan that meets the needs of the staff and all applicable regulatory agencies; for providing assistance and administrative support to PLMS managers and supervisors for orientation, training and competency programs.

    Work Schedule: Monday - Friday 8:00 AM - 4:30 PM, Weekends and Off-tour hours, as needed.
