    VA TEXAS VALLEY COASTAL BEND HEALTH CARE SYSTEM


     The VATVCBHCS is comprised of the Corpus Christi Outpatient Clinic (CCOPC), Corpus Christi Specialty Clinic (CCSC), Harlingen Outpatient Clinic (HOPC), Health Care Center at Harlingen (HCC), Laredo Outpatient Clinic (LOPC), and McAllen Outpatient Clinic (MCOPC). The VATVCBHCS is an ambulatory health care system providing health care in medicine, surgery, mental health, and rehabilitation medicine. The VATVCBHCS also operates a 100-patient Home Based Primary Care program and a 200-patient Care Coordination Home Tele-Health Program. Through the utilization of inpatient/emergency department contracts, approximately 2600 inpatient admission and 5800 ER visits are managed by VATVCBHCS. Affiliated with the University of Texas Regional Academic Health Campus, the system has an active ambulatory care program and serves as a teaching and training site for medical residents. The VATVCBHCS is responsible for an enrollee population of over 30,000 veterans and 350,000 outpatient visits annually.

    Responsibilities

    Recruitment/relocation incentives:  May be authorized for highly qualified candidates.

    Working with the Associate Chief of Staff for Mental Health (ACOS-MH) and the Mental Health Administrative Officer (AO), the Chief of Psychiatry is responsible for the overall operation of the Psychiatry Service Line at the VA Texas Valley Coastal Bend Health Care System (VATVCBHCS).  He/she will oversee clinical psychiatry operations, including budget and fiscal management, human resources management, strategic planning and program development.  The Chief of Psychiatry assures that the clinical and administrative functions are integrated in order to provide optimum utilization of available resources.  He/she ensures the quality and timeliness of the service provided, customer satisfaction, as well as compliance with standards of accrediting bodies such as The Joint Commission.  The Chief of Psychiatry will serve as site coordinator for the Psychiatry Residency affiliated with the University of Texas Rio Grande Valley Medical School.

    As Chief, Psychiatry Service, your duties will include, but are not limited to the following:

    Administrative:

    1.  Assume the responsibility, in collaboration with the AO and the ACOS for MH, for the overall management of the VATVCBHCS Psychiatry Service Line at all four Mental Health outpatient clinics and two specialty care centers.  This includes the organization of the administrative day-to-day activities of the Psychiatry Service Line.

    2.  Coordinate and integrate the interdepartmental functioning of the VATVCBHCS Psychiatry Service Line and Mental Health.  This includes chairing relevant meetings.

    3.  Complete performance appraisals, proficiency reports, and professional practice evaluations on staff psychiatrists, physician assistants and nurse practitioners assigned to the Psychiatry Service Line.

    Clinical:

    1.  Interpret lab tests and other specialty imaging to establish diagnosis and assist in management of psychiatric conditions.

    2.  Serve as psychiatric attending physician to medical students, psychiatric residents and others approved to rotate with VATVCBHCS Mental Health and participate in mental health - related educational activities as appropriate.

    3.  Participate, as appropriate, in clinical research activities in accordance with VATVCBHCS policies and IRB rules.

    Quality of Care:

    1.The provider will keep abreast of the recent advances in respective specialty techniques and technological innovations as they become available.  The provider will apply these techniques and innovations within the framework of the Veterans Administration's guidelines, directives, goals and mission.

    2.  Achieve Performance Improvement/QM programs in his/her practice.

    Communication:

    1.  Represent the organization, internally and externally, in a manger that reflects positively on the Health Care System and the Department of Veterans Affairs.

    2.  Advise and coordinate activities, resolving controversial issues related to program operations and influencing top management decisions on educational program activities.  Maintain amicable and open relations, to respond to specific inquiries and to foster an atmosphere of cooperation and open communication with entities having an interest in the activities of the VA.  Require skill in negotiating and persuasion and the ability to communicate diplomatically.
