    Responsibilities

    VA TEXAS VALLEY COASTAL BEND HEALTH CARE SYSTEM

    The VATVCBHCS is comprised of the Corpus Christi Outpatient Clinic (CCOPC),Corpus Christi Specialty Clinic (CCSC), Harlingen Outpatient Clinic (HOPC),Health Care Center at Harlingen (HCC), Laredo Outpatient Clinic (LOPC), and McAllen Outpatient Clinic (MCOPC). The VATVCBHCS is a virtual health care system providing secondary and tertiary health care in medicine, surgery, psychiatry, and rehabilitation medicine. The VATVCBHCS also operates a 100-patient Home Based Primary Care program and a 200-patient Care Coordination Home Tele-Health Program. Through the utilization of 2 complex inpatient/emergency department contracts, approximately 1600 inpatient admission and 1200 ER visits are managed by VATVCBHCS. Affiliated with the University of Texas Regional Academic Health Campus, the system has an active ambulatory care program and serves as a teaching and training site for medical residents. The VATVCBHCS is responsible for an enrollee population of over 30,000 veterans and 25,000 outpatient visits annually.

    As the Program Analyst for the VA Texas Valley Coastal Bend Health Care Center at Harlingen, TX, the primary purpose of this position is to improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of technologies throughout Valley Coastal Bend Health Care System (VCBHCS) and in collaboration with VISN and National program offices.

    The work of this position is health-oriented in nature. The knowledge and skills gained from training and/or experience in a health science and/or allied scientific field, such as Health Informatics. Health Informatics is a discipline at the intersection of information science, health care and computer science that designs and delivers information to improve clinical care, individual and public health care, and biomedical research. Health Informatics optimizes the usability, acquisition and processing of health-related information, using resources and tools that include people and processes: information and knowledge; algorithms and data; hardware and software.

    Serves as a health care professional who uses that knowledge to influence and adapt IT systems to drive management of the health system toward effectiveness and efficiency. Performs workflow assessment and optimization in clinical, administrative, educational, and research domains in addition to adapting software controls to existing workflow. The incumbent is a primary resource for VCBHCS senior leadership when mission critical updates/problems are identified at the facility, regional, or national levels, and serves as a subject matter expert for new technology assessment and usability. The incumbent also serves as a subject matter expert for interpretation of local data to VISN and national program offices.

    The incumbent is uniquely qualified to serve in this role because of the combination of clinical processes, management and technological knowledge, skills, abilities, experience and training. The position reports to the Ambulatory Care Operations Director, Group Practice Manger who directly reports to the Facility Director.

    Work Schedule: Monday - Friday, 8:00 a.m. to 4:30 p.m.
