    The VAMC in Memphis, TN consists of one main campus located at 1030 Jefferson Avenue, which includes a 60-bed Spinal Cord Injury Unit, and nine community based outpatient clinics (CBOC). It is a tertiary care facility classified as a Clinical Referral Level I Facility and one of the most complex medical centers in the VA system. It is a teaching hospital, providing a full range of patient care services, with state-of-the-art technology, as well as extensive education and research programs. Comprehensive primary, secondary, and tertiary health care is provided in areas of medicine, general cardiovascular and neurological surgery, psychiatry, physical medicine and rehabilitation, spinal cord injury, neurology, oncology, dentistry, and geriatrics. Specialized outpatient services are provided through general, specialty, and subspecialty outpatient clinics including a women's health center. Services are available to more than 206,000 Veterans living in a 53-county tri-state area (Tennessee, Arkansas, and Mississippi).

    The VAMC in Memphis is part of the VA MidSouth Healthcare Network, VISN 9, which includes facilities in Lexington and Louisville, KY; Huntington, WV; and Nashville and Mountain Home, TN.

    Responsibilities

    This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of the GS-11. At the GS-9 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance.

    Assess and provide technical guidance concerning equipment and benefits to beneficiaries and other healthcare workers, implement network and national guidelines, develop network tools that allow monitoring a quality assurance program; Inform Veterans and family on different appliances and service available, coordinates specialty programs which include clothing allowance, Home Oxygen, Automobile Adaptive Equipment, Home Improvement Structural Alterations (HISA) and determine eligibility, ensure clinic decisions are implemented, ensure local facilities manages, maintain and controls inventory, serves as network level technical advisor and subject matter experts, participate in team discussions in relation to program goals for implementation purposes, keep abreast with current issues in the healthcare industry and technological advancements, develop network proposals, business plans and action plans.
    Performs program cost analyzes such as development of life cycle or other cost analysis of projects, or performance of cost benefit or economic evaluations of programs and products. Independently conducts cost-effectiveness studies for operating or administrative programs with a VISN or equivalent impact. Maintains data on workload, staffing and funding of existing PSAS programs for comparison with planned levels. Analyze network costs to develop cost containment initiatives requirements developed by the incumbent are national in scope, within the overall mission of VHA.
    Develop procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems and line or operating programs; and the accomplishment, evaluation, and/or monitoring or audits; inspections, or management of internal control reviews. Make day to day decisions for program elements.
    Analyze and evaluate, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives for financial, technical, procurement, and scheduling information.
