    The South Texas Veterans Health Care System (STVHCS) is comprised of two inpatient campuses: the Audie L. Murphy Memorial VA Hospital in San Antonio and the Kerrville VA Hospital in Kerrville, Texas. The STVHCS serves one of the largest primary service areas in the nation, with 63 counties, and is part of the VA Heart of Texas Veterans Integrated Service Network (VISN 17), with offices located in Arlington, Texas. Providing a service to Veterans with a working staff of more than 3,100 employees, South Texas provides health care services for 93,000 Veterans. The STVHCS is a facility providing primary, secondary and tertiary health care in medicine, surgery, psychiatry, and rehabilitation medicine. It also supports a 90 bed Extended Care Therapy Center, a 30-bed Spinal Cord Injury Center, an eight-bed Bone Marrow Transplant Unit, and a Geriatric Research, Education and Clinical Center.     The Incumbent serves as the Program Analyst and works under the direction of Chief Accountant.  The Chief Accountant and incumbent develop mutually acceptable plans/projects, which typically include identification of the work to be done, the scope of the projects, and deadlines for completion. Within the parameters of the approved project plan, the incumbent is responsible for planning and organizing the study, estimating costs, coordinating with staff and line management personnel, and conducting all phases of the projects. The incumbent presents the completed audits/projects, evaluations, reports, and recommendations to the Chief Accountant. 

    In the performance of the many and varied functions of this position, the incumbent must determine many facts and conditions to know the best way to pursue each case for maximum reimbursement. Many of the duties involve different processes that require innovative approaches to accomplish the tasks. These decisions have a direct impact on reimbursement to this facility and require individual judgment and interpretation.  Other responsibility includes planning and carrying out assignments to improve efficiency and productivity of Medical Center. Incumbent is also responsible for the completion of timely and accurate financial reports and must keep current with all regulations and laws applicable to the work being processed.

     The primary purpose of the work is to apply specific rules, regulations or procedures in auditing, following up and mailing out the bills, posting receipts, processing adjustments to bills, submit waiver requests, reviewing, identifying and distributing of TOP transactions, reconciling FMS with Vista, processing rejects, collecting on bills, offsets, reconciling and developing reports for upper management all in a timely manner. It is critical that work is performed skillfully and accurately to ensure that maximum reimbursement is obtained from the varied billing programs.  Follows applicable regulations and instructions regarding access to computerized files, release of access codes, etc., as set out in the computer access agreement that the incumbent signs.  Other work may be performed as directed per supervisor.
