    The VATVCBHCS is comprised of the Corpus Christi Outpatient Clinic (CCOPC), Corpus Christi Specialty Clinic (CCSC), Harlingen Outpatient Clinic (HOPC), Health Care Center at Harlingen (HCC), Laredo Outpatient Clinic (LOPC), and McAllen Outpatient Clinic (MCOPC). The VATVCBHCS is an ambulatory health care system providing health care in medicine, surgery, psychiatry, and rehabilitation medicine. The VATVCBHCS also operates a 100-patient Home Based Primary Care program and a 200-patient Care Coordination Home Tele-Health Program. Through the utilization of inpatient/emergency department contracts, approximately 2600 inpatient admission and 5800 ER visits are managed by VATVCBHCS. Affiliated with the University of Texas Regional Academic Health Campus, the system has an active ambulatory care program and serves as a teaching and training site for medical residents. The VATVCBHCS is responsible for an enrollee population of over 30,000 veterans and 350,000 outpatient visits annually.

    Responsibilities

    The individual serves as a Prosthetic Purchasing Agent for the VA Texas Valley Coastal Bend Health Care System (VATVCBHCS), utilizing various purchasing methods (IFCAP vs. Prosthetics package) when applicable (blanket purchase agreements, government-wide purchase card and purchase and delivery orders), with the responsibility of providing support for VATVCBHCS. The position is responsible for procurement of a wide variety of specialized, complex, and routing patient specific supplies, service and equipment for the VATVCBHCS. Procurements will be under the micro-purchase threshold. The individual reviews complex prosthetic consults for a wide variety of prosthetic/orthotic/surgical devices, medical supplies, durable medical equipment, and delivery/installation services prior to purchasing. Examples of items purchased are manual and power custom wheelchairs designed for individual patients, custom fabricated artificial legs, arms, and eyes (prostheses), custom braces or orthoses, hearing aids, eyeglasses, aids for the blind (computers, closed circuit television, voice recognition and other devices), specialty hospital beds and mattresses, feeding pumps, durable medical equipment, pain management devices and electrodes, oxygen and other respiratory equipment, tubing, concentrators, including special items made to order for medical research functions of the VA by negotiation and competitive procurement methods. Duties include, but are not limited to:

    • Taking necessary actions to ensure funds are obligated in advance to prevent delinquent obligations;
    • Authorizing and preparing purchase orders for a wide variety of prosthetic and orthotic devices, medical supplies and home medical equipment and repairs as directed by the prosthetic representative supervisor;
    • Understanding of and following procurement regulations, ensuring compliance with national prosthetic contracts/BPAs, and entering purchasing data into prosthetic database;
    • Knowledgeable about Prosthetic and Integrated Funds Distribution Control Point Activity (IFCAP) software and utilizing correct CMS, HCPCS and VA coding;
    • Ensuring that purchase card reconciliations are accurate/completed in a timely manner, receiving reports are completed for inventory received, and following up on order to ensure they are closed out in a timely manner;
    • Maintaining electronic filing system of all documentation as required by the Federal Acquisition Regulations (FAR);
    • Receiving and analyzing electronic Prosthetics and Sensory Aids Services (PSAS) consults/prescriptions for items, services, and home medical equipment from VA providers; and
    • Receiving phone calls, correspondence, and visits from\m Veterans, family members, Veteran Service Organizations and clinical staff about eligibility, equipment, services, and benefits that are available.
    Work schedule: Monday-Friday, 8:00 a.m.-4:30 p.m. (Alternate schedules may be necessary to meet the needs of the organization).
