    Responsibilities

    The scope of duties and responsibilities for this position are as follows:

    The Associate Chief Nurse od Education/Designated Learning Officer will provide administrative oversight and executive leadership and accountability for the ACNE/DLO Service programs and processes at the KCVAMC.  The incumbent is a professional registered nurse who works collaboratively with leaders of other departments, services, programs, and executive leadership to strategically plan, implement, monitor, evaluate, and improve care, as well as meet operational goals of the Health System, VISN 15 and CO. S/he oversees creation and maintenance of a positive organizational climate and just culture including such issues as work environment, diversity, employee recognition, and safety.

    The incumbent works towards achievement of high quality, safety, and cost effective evidence based outcomes on a continual journey of a high reliability organization.   Reviews quality data (IPEC, SAIL, Core Measures, etc.) for trends and early educational intervention.  Applies clinical performance improvement methods, collects outcome data related to policy, procedure, and regulatory compliance and in collaboration with management, initiates performance improvement projects.  Utilizes data and comparative analytical processes in recommending design and implementation of innovative programs to improve service excellence, customer satisfaction, and compliance with patient care and regulatory standards. Participates in appropriate executive-level decision-making deliberations that affect compliance with regulatory standards. Participates in appropriate executive-level decision-making deliberations that affect both clinical and non-clinical education compliance and regulatory standards, and assistance with preparation for survey accreditation.

    The ACNE/DLO functions as an administrator, leader, educator, and consultant applying management theory in collaboration with other services. S/he must establish and maintain effective relationships with all levels of medical center personnel and relate effectively with customers, families, and the community and program/service leaders at the local and Network levels.  Key relationships with staff are needed to (1) contribute ideas and recommendations for the establishment of standards of care, policies, and objectives for the enhancement of health care delivery organization-wide, (2) assist in policy-making activities as related to customer service and the overall functioning of quality management programs, and (3) collaborate with other health care staff to establish and maintain programs that cross service and/or discipline lines and influence organizational mission and health care.

    The ACNE/DLO has programmatic responsibility for the services and/or processes within specified area(s) of assignment and provides cross coverage for other positions within the service as appropriate.  S/he executes position responsibilities independently and collaboratively in accordance with the most current Scope and Standards of Nursing Practice within the specialty area.  The Nurse IV practices within the Rules and Regulations of the Nurse Practice Act of the state of licensure.  The Nurse IV executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross service and/or discipline lines and influence organizational mission and health care.  The ACNE/DLO is actively involved in the rollout of the organization's Culture of Excellence initiative and High Reliability Organization. The Veterans Administration Core Values of ICARE have been incorporated into the dimensions of practice that support their utilization.
