    The St. Louis VAMC is a full-service health care facility providing inpatient and ambulatory care in medicine, surgery, psychiatry, neurology, and rehabilitation, as well as over 65 subspecialty areas. It is a two-division facility that serves veterans and their families in east central Missouri and southwestern Illinois.

    The John Cochran Division has all of the medical center's operative surgical capabilities, the ambulatory care unit, and a six-story Clinical Addition that includes surgical facilities, intensive care units, outpatient psychiatry clinics, and expanded laboratory.

    The Jefferson Barracks Division provides primary care, psychiatric treatment, regional spinal cord injury treatment, a nursing home care unit, geriatric health care, rehabilitation services, and a rehabilitation domiciliary program for homeless veterans.

    The duty station for this position is the Jefferson Barracks Division. The duty station may be changed to one or multiple associated VAMC locations within the metropolitan St. Louis, MO area based on the needs of the medical center. This position is in the bargaining unit.

    Responsibilities

    The incumbent is responsible for supervising, organizing, directing, integrating and evaluating patient care delivery for Patient Aligned Care Teams. The Pain Clinic Manager ensures that the care meets the Joint Commission standards for outpatient care as well as the VA Performance Measures. The Pain Clinic Manager is responsible for implementing quality management, performance management, and continual readiness programs. The Pain Clinic Manager demonstrates performance and leadership that is broad enough to improve the care for patients receiving comprehensive integrated care. The Clinic Manager is responsible for the documented outcomes at the program or service level. Program or service level outcomes must be broad and complex and can be demonstrated at any organizational level within a facility, VISN, or VACO. Program is defined as a substantial coordinated group of activities impacting patients and/or employees. The Pain Clinic Manager demonstrates (a) Leading and organizing delivery of care to assure continuity of care and peer accountability for practice, including access to care and discharge planning; ((e) Guiding, developing, and supporting staff from a leadership perspective, and (f) Using professional standards of care, scientific evidence, and practice to evaluate programs and/or service activities.

    The Pain Clinic Manager is the first line supervisor for registered nurses, licensed practical nurses, ancillary clinical staff, and clerical/administrative staff assigned to the Pain Clinics. He/she collaborates with the Associate Chief of Staff (ACOS), providers, staff, medical and administrative leadership to facilitate optimal safe patient care. The incumbent is also expected to participate on national and VISN teleconferences related to ambulatory care and to function as the Point of Contact for implementation of VHA mandates and directives related to PACT and outpatient care. This position will work 50% direct patients care.

    The Pain Clinic Manager is accountable to the Associate Chief Nurse for Primary Care
